15 colleges congregate at Rono Hills for Cadence 2009

ITANAGAR, Nov 20: Rajiv Gandhi University (RGU) situated in the majestic Rono Hill came alive on Friday with the beginning of 8th inter college festival popularly known as ‘Cadence 2009’. Held once in every two years, altogether 15 different colleges of state are taking part in the eight day meet. The event got off to colorful start with representatives of different college wearing modern and traditional attires taking out a march past.

Adding to the beauty of day was fancy dress and gymnastic performance by the students of Nirjuli based School who mesmerized audience with their skills.

In his address, Vice Chancellor of University Prof. K.C Belliappa urged students to make new friends during the meet and learn more about each other’s culture. “Arunachal is mini India. Here we have people from different tribe and faith. This meet could help students from different districts to interact and learn about each other’s culture,” he said.

Rural Development and Panchayat Minister Takar Marde who was chief guest asked students to take inspiration from our rich history and excel in the field of sports. Our state expects younger generation to excel in every field and bring laurel to state, he said.

Member of state legislative Nabam Rebia recalled that he has emotional attachment with university. “My association with RGU goes back to 1984 when then prime minister late Indira Gandhi laid foundation of the University. Students should not confine themselves to four walls of class and actively take part in sports activity,” he added.

 

Opinion leaders interacts with Governor Singh

Andhra Opinion Leaders touched by Arunachali people and culture

ITANAGAR, Nov 20: Arunachal Pradesh Governor Gen JJ Singh interacted with a group of fifteen Opinion Leaders comprising of Social Workers, NGO Activists, Health Workers, Journalists and Students from Andhra Pradesh at Raj Bhavan here today.

Gen Singh, who spent his childhood days and as the Commander of 9 Marathas in Andhra Pradesh recalled his time in the State and had a lively interaction with the opinion leaders.

Later the Governor also showed them the bamboo produces of the State and honey cultivate at Raj Bhavan.

Impressed by the initiatives of the Governor, one of the senior members pointed, in other state governors are not very active.

Some members expressed their surprise on the practices in Raj Bhavan like kitchen garden, poultry and water harvest fishery that they felt should be replicated in other states.

Joint Director DFP Raj Kumar informed the basic aim of this programme is to make Opinion Leaders aware of various developmental activities going on in different parts of the country so that when they go back to their respective states, they may also try to organize or replicate similar activities. The tour is organized by the Directorate of Field Publicity, Andhra Pradesh at the initiative of Ministry of Information & Broadcasting, Govt. of India. (PRO to Governor)

Meanwhile, The opinion leaders of Andhra Pradesh are highly impressed with the people of Arunachal Pradesh and their culture. On the second day of their 3 day visit to Itanagar a group of 15 opinion leaders from Andhra Pradesh visited Arunachal Institute of Tribal Studies in Rajiv Gandhi University and North Eastern Regional Institute of Science & Technology (NERIST).

They were given very warm welcome at both the institutes. Dr. M.C. Behera and other faculty members of Arunachal Institute of Tribal Studies gave detailed information about the various tribes, their language, culture and way of living.

During the interactive session opinion leaders raised many questions and quarries about people of Arunachal and their unique culture.

They said that after reaching Arunachal they have noticed that people of this beautiful state have very rich, unique and wonderful culture. They were surprised to see that when in most of the other states traditional culture and values are polluted, in Arunachal Pradesh, people have very well preserved them and still following them. The opinion leaders said that people of Arunachal are wonderful and they are replica of true Indian.

They also visited museum of the institute and saw rich cultural heritage of the state. Later they visited NERIST, where they interacted with the Director in charge, Prof. P.C. Das, Dean Student Affairs, Prof. H.S.Yadav and other faculty members of the institute. Prof. Yadav informed them that  many NERIST products are working in MNCs and faculties in abroad. A presentation was also made about the various activities of NERIST and opinion leaders appreciated it.

They said that NERIST is playing an important role in the development of science and technology in north east and it is providing high standard of science and technical education to the people of north east. “We will tell people of Andhra Pradesh to must visit Arunachal and NERIST” they added.

 

Rebia concerned at changing attitude

ITANAGAR, Nov 20: MLA Nabam Rebia expressed concerned at the changes confronting the tribal communities. Attitude, mentality and morality of the people have degraded to the lowest level, he said while sharing his experiences during the last assembly election. I have kept it in my foremost agenda to impress upon everyone inside and outside the assembly to change the attitude, he said.

He said this at a felicitation programe organized by Central Nyokum Committee on Wednesday at Nirjuli on being elected as MLA and appointment as Parliamentary Secretary. He is also the chair of the Central Nyokum Committee.

He stressed on the need for renovation of the Nyikum Niya hall and construction of sitting gallery at Nyokum Ground and

requested the executive members to take follow up action as decided in the last executive body meeting.

Vijay Sonam, Secretary Central Nyokum Committee while congratulating Rebia expressed his hope that the Central Nyokum Committee will continue to surge ahead under his leadership. The committee also wishes that with his vast experience and knowledge, he would work for the uplift, protection, preservation and promotion of all indigenous faith and belief.

Meanwhile, Er. Kholie Tath was appointed as new secretary of the CNC as Vijay Sonam have been transferred to Seppa.

Siram plans to implement best educational policy.

PASIGHAT, Nov 20: State is now one-step closer to development as Education Department is planning to implement the best policy of the country soon, said education minister Bosiram Siram. He was addressing the teachers and students of IGJ Hr. Secondary School, Pasighat today.

Education is fundamental right and there would be no compromise in the sector, he said while adding that legislation would be a significant step towards modernization of education system.

Promising transparency in the department, Siram said that his ministry would not entertain political interference on transfer and posting of teachers.

Replying to the memorandums submitted by ATA and Principals and head masters of the district, Siram said he is aware of problems and

 he is committed to bring educational development in the state. The minister assured all genuine demands would be considered.

The Director, Education Tapang Taloh who accompanied the minister spoke on various educational developmental policies and advised the teaching community to be more sincere in imparting better and effective education in the state. (DIPRO)

 

Seminar to help formulate policy for Khadi &Village Industries in NE

Naharlagun, Nov 20: The  three-day  National seminar on ‘Role of Khadi and village Industries in Socio-Economic Development of North-East States and Development of Tribal people in Arunachal Pradesh” began here at Dera Natung College today with participation of many academicians of the country.

The Seminar is being organized by the Department of Economics of Dera Natung College with the support of Indian Council of Social Sciences Research (ICSSR),New Delhi and Ministry of Tribal Affairs, New Delhi.

The deliberations in the Seminar will help formulating policy for development

of the Khadi and Village Industries Sector in NE and a proper roadmap for Development of the Scheduled Tribes of India  for Policy makers.

In his keynote address, Prof. Tamo Mibang, Director, Arunachal Institute of Tribal Studies, Rajiv Gandhi University highlighted the constitutional Rights, impact of migration, role of education, ethno medicine and ethno technology of the scattered tribal groups of the country.

He also dwelt on the problems of assimilation and marginalization of tribals. Prof. Mibang also pointed out the close relationship of the tribal people with forest.

He called for implementation of developmental schemes in the right direction and commitment to benefit the tribal people, adding that sustainability of developmental programs is needed.

The state of Arunachal Pradesh, with 63% tribal population various development in various sectors like education, Health and connectivity, has taken place he said, adding that however, the developmental efforts need to the further strengthened.

He advocated the philosophy of Pandit Jawaharlal Nehru, the first Prime Minister of India, for the development of Arunachal Pradesh while formulating tribal developmental policies.  

Earlier, the guest of Honour, Joint Director, Higher and Technical Education, Dr. Tejum Padu said that Weaving/Yarn Spinning has been a part of the Traditional Tribal Culture, which he said also finds mention in our Folksongs and folklores.

Our state is a storehouse of traditional designs and Motifs and our people gifted with artisanship.

The Khadi and Village Industries in the state need to be promoted for boosting rural economy and self-employment, Dr.Padu said while advocating major inputs in the sector for its visible development in the state.

On the Developmental front, Dr.Padu called for committed and dedicated implementation of developmental schemes with target oriented and time-bound projects and also stressed on feasibility of developmental projects for success of any developmental efforts.

Prof. Amitava Mitra from Department of Economics, RGU in his speech said that the although the state has marched forward with developmental initiatives after Independence, however progress in Health, Education and Connectivity has not strengthened the economy.

The State still Remains a mere Consumer of goods and services and is not yet a Producer state in real terms. He further said that inequality in development need to be addressed while also highlighting the need for inter-district equality, particularly referring to districts like Kurung Kumey and East Kameng –ranking very low on the human development indicators need to given special attention particularly in health and Education sectors.

Earlier, the Principal Dera Natung College gave the welcome address. Representatives from Khadi and Village Industries,Itanagar  were also present on the occasion and the Initiatives and Schemes under this sector were also highlighted.(DIPR)

 

Govt and RGU to chalk out plan to enhance marketing

ITANAGAR, Nov 20: The Government of Arunachal Pradesh has been trying to find out the ways and means of enhancing the marketability of the different products of the State. Endowed with a vast natural resource base the state can produce a good number of products in high quantities. However, to date the production has been constrained by the lack of marketing outlets. Its outcome is the farmers’ not getting the remunerative prices.

To remove the marketing bottleneck, and to design the required intervention in various stages of production the Government of Arunachal requested Rajiv Gandhi University (RGU) Rono Hills, Itanagar to find out the marketing avenues of potential exportable of the State’s various products, especially those from small growers and artisans who could not reach out to international market due to lack of information and less production for export.

RGU has submitted the draft report. To discuss draft report a meeting took place at the office chamber of Commissioner, Trade and Commerce Makbul Pertin, today.

The meeting was attended by Director Tokong Pertin and the other officers of Directorate of Trade and Commerce and Prof. N. C. Roy and Prof. S. K. Nayak from the Department of Economics, RGU.

Prof. Roy made a presentation on the various potential exportable of the state.

Director, Trade and Commerce Tokong Pertin, suggested to give more thought on proper mechanization for marketing and

appropriate institutional and infrastructural reforms for the various entrepreneurs.

Both the Commissioner and the Director emphasized how to sell the surplus products especially in the neighbouring states so that small producers are benefited.

As the Study highlighted, small size of the farms and the small cottage-based industrial surplus are the main constraints to realizing the economies of scale which too often results in the wastage of surplus especially of fruits. It acts as the disincentive to the artisans/farmers to produce more.

It was further decided that a workshop would be convened by the Government to take the views of all stakeholders that has been scheduled for mid December.

 

“Pathways for poverty reduction among farmers in Arunachal”

ITANAGAR, Nov 20: A workshop on Livestock pathways for poverty reduction among the marginal farmers in Arunachal Pradesh was organized by International Livestock Research Institute (ILRI) in collaboration with Krishi Vigyan Kendra, Papum Pare in Itanagar yesterday.

With the initiative of KVK, Papum-Pare, the ILRI, NABARD and other Commercial banks, NGOs and other Developmental Agencies, Animal Husbandry and Veterinary Department were brought together in a common platform to develop idea for poverty reduction among the farming community in the state.

A working consortium group was constituted for effective plan and programme formulation for the farmers in the state comprising  ILRI, KVK papum pare, Animal Husbandry and Veterinary department, NABARD and district Veterinary Officers and NGOs (NNCS, ASSA).

The working groups expressed its interested to prepare concept notes for the projects pertaining to poultry, piggery and mithun sector under the leadership of Dr. T. Heli, Programme Co-ordinator KVK, Papum-Pare.    

Director (AH & Vety) Dr. B. Ado ILRI for taking initiative in livestock development in the state.

Secretary (AH & Vety) T. Taloh suggested to develop a fruitful strategy for the poverty reduction of the marginalized farmer through livestock development programme.

The ILRI was represented by Francis Simon (consultant), Padma Kumar (Senior Manager) and Dr. R. Deka (Scientific Officer). They highlighted ILRI’s plans for the farming community through the livestock development programme in Arunachal Pradesh.

 

State level open chess C’ship begins

ITANAGAR, Nov 20: The first ever state level open chess championship at Youth Hostel, Naharlagun began today with formal inauguration of the event by local MLA Techi Kaso as chief guest.

Briefing about the importance of games and sports, Kaso said chess being a unique game must be popularized in the state. He assured all his help to All Arunachal Pradesh Chess Association (AAPCA) in its efforts to popularize the sport, which is in nascent stage in our state.

Necessary infrastructure and adequate platforms must be provided to the players so that they can learn it and hone their skills from the very beginning, he said, and hoped Arunachal Pradesh would be able to produce players of international standard very soon. He also urged the youths to actively involve in other games and sports activities to make Arunachal Pradesh a sporting state.

Responding to a memorandum submitted to him by AAPCA, Kaso assured the association to take up its demands with appropriate authorities for the necessary approval and sanctioning of fund.

AAPCA’s demands included regular fund provision for construction of state level chess championship, regular conduction of state level and international rating chess championship in Arunachal Pradesh, construction of multi-purpose auditorium within capital complex and permanent office building for the assocaition.

Over 100 players from all over Arunachal Pradesh are vying for top honours in this game of 64 squares.

The organizer has kept cash prizes of Rs 30,000 for the winner, Rs 20,000 for the runners up and Rs. 15,000 for the third position. Besides these, cash prizes and trophies would also be given to the top 20 finishers.

 

Boli

ITANAGAR, Nov 20: Even after Boli was banned by the Capital administration, the after affect is yet to die down with Anti Boli Committee and Boli Recovery Committee accusing each other of over stepping from the prescribed orders.  

The Anti Boli Committee has alleged that Recovery Committee Chair Nabam Tagam is carrying out recovery drive, which is illegal. It said that Tagam is using extra judicial power and forcefully recovering money while adding  that Recovery Committee should not indulge in intimidation and forcefully recover money from the players.

On the other hand, Tagam has said that Recovery committee was constituted to recover the money that was invested by players and is helping recovery of money without hassles.

CHC, gets X Ray machine

CHOWKHAM, Nov 20: Under "operation sadbhav-ana”, an X-ray machine has been installed at Community Health Centre, Chowkham by 26th  Maratha Light Infantry Regiment. With the installation of X Ray, people of Chowkham and Wakro circles would be immensely benefited.

Cooperative week ends with a call to improve leadership quality

ITANAGAR, Nov 20: The week-long celebration of the “56th All India Cooperative Week-2009” came to an end with a call to improve leadership quality at Arunachal Pradesh State Cooperative Union (APSCU) today.

Speaking on the theme, “Strengthening Cooperative Values and Principles through Cooperative Leadership”, the chief  guest and local MLA Techi Kaso asserted that leadership starts  from home and parents are the actual  and ideal leaders for  their children who infuse good qualities in them.

He also had words of appreciation for the APSCU for organizing such informative programs and advised the gathering specially cooperative members to share knowledge whatever they gained from the week-long  program with fellow members.

Registrar of Cooperative Societies Nandini Paliwal also expressed her view on leadership quality. Everybody should act as the leader for the development of society as a whole, she said.

Guest speaker Dr K Nishing, chairman of the Jill Takking Multipurpose Cooperative Society, also delivered a thought provoking speech on the theme.  APSCU vice chairman A T Kulo also spoke on the occasion.

Rahul’s rally in Itanagar

ITANAGAR: MP cum General Secretary, AICC Rahul Gandhi is arriving in Itanagar to address the INC Victory Rally at Indira Gandhi Park on November 23.

He would also visit Rajiv Gandhi Bhawan, Itanagar to address the PCC Executive Meeting. This is Rahul’s first visit to the state after Dorjee Khandu led Congress government took over.

A committee to oppose the dams

 

Dear Editor,

Through the columns of your esteemed paper I would like to draw the attention of the authorities concerned and the public of Arunachal Pradesh that an “Anti-Dam Committee of Lohit – Anjaw district” has been constituted under the chairmanship of Khuje Drai, to oppose the construction of Mega-dams on the Lohit River.

The committee is comprised of educated youths of the two districts, who strongly feel that the rights of indigenous people should not be sacrificed at the alter of national development.

Arunachal Pradesh is rich in bio-diversity with 83% of forest cover and we tribals are dependent on its rich bio-diversity since time immemorial. Apparently, we are going to lose much of our bio-diversity, if the power projects materialize. Considering the potential adverse impacts of the dams, viz. destruction of the natural environment through blasting, alteration of the natural topography and deforestation, displacement of people from the areas to be submerged, change in the downstream character of the water due to increased sedimentation and erosion, change in the downstream water quality due to concentration of heavy metals and minerals due to disposal of muck from the construction sites, increase in man-animal conflict, inflow of outside labourers resulting to demographic imbalance and likelihood of introduction of new diseases in the area and serious socio-cultural impacts on vulnerable indigenous communities, we vehemently oppose the Demwe hydro electrical project, which is being executed by Athena Demwe Power Private Limited.

It’s pertinent to cite that, the public hearing conducted on 11-08-2009 and 12-08-2009 at Parsuram Kund mela ground and Machima (Paya) respectively was a farce. The majority of the public attending the public hearing couldn’t comprehend the proceedings of the public hearing. Most of the speakers were induced to speak in favour of the project for their vested interest and they virtually hijacked the public hearing. Unfortunately, due to the inherent social conditions in our area such as, lack of literacy and simple nature of the tribals, people are easily lured by the prospect of money and jobs. Little attention is paid to long term environmental and ecological implication in the light of short term economic gain.

The Lohit River is of reverence for the Hindus as well as the indigenous Mishmi Community. Parsuram Kund is situated on the Lohit River, which is a pilgrimage destination, where every year several thousands of hindu pilgrims from other parts of India and Nepal visit the holy place to take holy bath in the Kund during Makar Sankranti (14th January). With the existence of the dams, there is likelihood that the sanctity of the holy place will get violated.

NIMKEY and TELLO are the two reverential sites located on the bank of Lohti River, Apparently these holy and heritage sites of the indigenous people will get submerged, if the power projects materialize and this would hurt the religious sentiments of the Mishmis.

It’s alarming to know that, despite the fact that our state is located in a highly seismic zone, the state government has invited the power developers to construct several mega-dams on the Lohit River within the distance of 80 Kms. one can’t imagine the extent of destruction it would unleash in the event of natural calamities like earthquake. It’s totally unwise to play with nature because one can’t predict the fury of the nature. We can’t rely upon the ‘Emergency Preparedness Plan’ which is incorporated in the EIA of the project. A recently conducted study also cites that large dams in India are large contributors of methane emissions, one of the gases responsible for global warning, which is a matter of serious concern today.

It’s relevant to mention that the renowned environmentalist, Mr. Sunder Lal Bahuguna, Padma Shree, the pioneer of the popular Chipko Movement, during his recent visit to our state had opined that mega-dams should not be built in Arunachal Pradesh.

Considering the adverse implications of the Power Projects and the irreversible damage it would inflict on the environment, we reiterate that we are against the Power Projects on the Lohit Valley. If the Demwe Lower H.E. Project is allowed to materialize, it will open the Pandora’s Box for the posterity.

Therefore we exhort the authorities concerned and the public to look into the matter and do the needful in the larger interest of our state and the indigenous people. In our Endeavour to protect the environment, we have resolved to approach any forum and we seek the support of the public in our Endeavour to save our environment.

In response to a letter that left a bad taste!

Dear editor,

This is in reference to the letter under the headlines “There is never a  right time……” which was in very bad taste at least for me.

I personally have nothing for  or against the rescheduling of APPSC prelim exam. But I want to ask the person, who is anyone to judge if people are serious or non serious. On what basis are these people to be classified? Well he is right that it takes day or two to reach any part of state but what about people who are appearing for the NET exam and their respective grade or other exams?  Aren’t they entitled to the exams of their own state? If this thing had  to be considered people other than the serious ones should not have been issued the forms in the first place, right ?

Discriminating on the basis of degree seriousness will be mockery  on the equality and the person who so ever had given a valuable suggestion that P.G students should concentrate on research and lecturership! I want to ask him/her who is anyone to suggest others what to do and what not to? Saying something like this through a daily is nothing but stupidity!  Because people who qualifies for P.G are mostly wise, firm and intelligent enough to decide for their career on their own!  

I would like to request to the editor to please try to avoid publishing letters of selfish and irrelevant nature in your daily which is widely read. It might have a bad impact on the masses opinion and interest.

Dear editor,

I would like to convey this message to Obin Tailang, the writer of the letter under the headlines -“There is never a right time…..”  published in your esteemed daily on Nov 20.

 I myself is doing my P.G. and its hurts to know that people with such thoughts also exists.

My friend here seems to forget that we all have the right to choose our career and it is a very narrow minded thought that people doing P.G or Law are restricted as lecturers or researchers or lawyers.

Its not that we are asking for some time without any reason, being a student he should understand our problem. We are having many exams hours during this period and we are not demanding this exam to be held on this month of next year, we just want sometime to be completely and freshly ready for this "Mother of all exams in Arunachal Pradesh".

As for the bright heading "there is never a right time to do right thing", then my friend, we are just requesting to extend this "never a right time",.. to do the right thing.

Dear Editor,

I do appreciate the Chief Minister Dorjee Khandu for cancellation of earmark system of S K oil in the Capital Complex to particular retailer.  Now every fair shop and individual can get required quantity of S K  oil through the SK oil retail shops.  The step will help the customers to save money who used to by kerosene from open market in high prices.

Secondly, the personal initiative undertaken by local MLA Techi Kaso for improvement of law and order within the Capital Complex is yielding very good result.

The city administration is making every effort to provide solace to the Capital dwellers by checking movement of vehicles within the Capital Complex and imposing penalty for reckless driving, on underage drivers and to the drivers who are driving two wheelers without helmet.

Really the initiative taken by local MLA is praiseworthy.

In this context, I would like to offer my suggestions that the city administration should specify different horn system for two wheelers, three wheelers and four-six-wheeler vehicles and fix maximum speed limit within the Capital Complex as done in other metropolitan cities of the country which would go a long way in management and improvement of traffic movement here too.
